Frey grew up in northern Virginia. He studied government at the College of William & Mary and later earned a law degree from Villanova University School of Law.

Before becoming mayor, Frey worked as an attorney and was elected to the Minneapolis City Council in 2013. He represented Ward 3 and served one term on the council.
