Joseph Facal

Joseph Facal is a Quebec politician, sociologist and columnist of Uruguayan birth.

Joseph Facal is a Quebec politician, sociologist and columnist born in Montevideo, Uruguay, in 1961. He moved to Quebec in 1970 and later served as a Parti Québécois member of the National Assembly of Quebec, holding several ministerial roles including minister responsible for Canadian intergovernmental affairs and chair of the Treasury Board. After his political career, he became a professor at HEC Montréal and a regular media commentator.

Early life and education

Joseph Facal was born in Montevideo, Uruguay, in 1961 and moved to Quebec as a child. He studied at the Université du Québec à Montréal and the Université de Montréal, and later earned a doctorate in sociology from the Sorbonne University in France.

Political career

Facal was elected to the National Assembly of Quebec as a member of the Parti Québécois. He joined the cabinet in 1998 and served in several portfolios, including minister for Canadian intergovernmental affairs, minister responsible for the Outaouais, minister of citizenship and immigration, minister for relations with English-speaking Quebecers and the Acadian community, and chair of the Treasury Board. He did not seek re-election in 2003.

Academic and media work

After leaving politics, Facal taught at HEC Montréal and became a regular columnist and commentator. He has written on Quebec politics, federalism, and public policy, and has authored essays and books on these topics.

Publications

Facal has published works on Canadian federalism, medical power, Quebec society, and public policy. He was also a co-signatory of the 2005 manifesto for a clear-eyed vision of Quebec.
