Conway was born Thomas Daniel Conway in Willoughby, Ohio, in 1933. He studied speech and radio at Bowling Green University before entering the U.S. Army in the mid-1950s.

His breakthrough came with the sitcom McHale’s Navy, where he played Ensign Charles Parker. He later became widely known for his regular appearances on The Carol Burnett Show, performing recurring characters and sketches.
