Keenan was born in Bowmanville, Ontario, in 1949. He played hockey at the collegiate and minor-pro levels, including time at St. Lawrence University and the University of Toronto, before turning to coaching.

Keenan became an NHL head coach in the mid-1980s and went on to coach several franchises: Philadelphia, Chicago, the New York Rangers, St. Louis, Vancouver, Boston, Florida, and Calgary. He became known for an intense coaching style and for leading teams to deep playoff runs.
